President

One of HARP's founding members, Carlos Martinez, MD is CEO and Chief Medical officer of Palmtree Clinical Research.  Carlos earned a Bachelor of Science in biotechnology from CalState Polytechnic in Pomona, and his medical degree from the University of Guadalajara.  At Palmtree he oversees their research in HIV and multiple other disease areas.

  • Worked for Johnson & Johnson for 21 years in various sales, key account management, marketing, and people leadership roles/ worked in multiple therapeutic areas including anti-infectives, HIV, pain management, cardiovascular, diabetes, and Oncology

  • Serve on national and local committees and work streams for Open&Out, the Johnson & Johnson Employee Resource Group for LGBTQ+ employees and allies

  • Relocated to Palm Springs in March 2020

  • Grew up in Leawood, KS (suburb of Kansas City)

  • BA in French and Italian from Northwestern University

Bridgette Picou

Secretary

Bridgette Picou, LVN, ACLPN is a nurse with several years of HIV and infectious disease experience, having worked at a combination ASO and federally qualified health center. She is the Stakeholder Liaison for The Well Project- Women and HIV. She also writes a guest column with Positively Aware Magazine called "Being Bridgette." In addition to her LVN license, Bridgette has been certified as an AIDS Care Nurse (ACLPN) and received the 2022 Patrick Kenny Certified Nurse of the year award. Serving as the President‐elect of the Greater Palm Springs Chapter of the Association of Nurses in AIDS Care (ANAC), and on the Board of HARP-PS,  it's important to her to not only continue to build relationships between providers and patients but also partner with other members of the HIV medical community for education and advances. She finds that in advocating for others she advocates for herself and affirms her own journey.

Jill Gover, Ph.D.

Board Member

Jill Gover, Ph.D., is the Director of Behavioral Health at DAP Health (formerly Desert AIDS Project). She is a clinical psychologist, specializing in addiction, anxiety, depression, aging, HIV and LGBTQ+ issues. For 15 years, she was the Coordinator of Student Assistance Programs for the Vallejo USD and responsible for developing a large internship program and bringing mental health services into the schools. For 13 years, she was the Director of Mental Health Services for an FQHC community health center in northern California where she was responsible for integrating behavioral health into a primary care setting. In 2011 she joined the staff at The LGBT Center in Palm Springs, where she created a clinical internship program for mental health professionals and established The Scott Hines Mental Health Clinic to provide low-cost counseling services to the LGBT+ community. At DAP, Dr. Gover oversees the behavioral health clinic and several treatment programs for the community, including a long-term survivors therapy group for gay men aging with HIV. She has also been a member of the HARP-PS Stakeholders Committee for the past five years. Dr. Gover presents and writes frequently on a variety of mental health topics.

Wesley Detweiler

Board Member

Dr. Wesley Detweiler is a Clinical Psychologist practicing in the Palm Springs area of Southern CA at Detwiler Psychology APC and at Borrego Health Stonewall Medical Center, an FQHC catering to the LGBTQ


Community in the Riverside County and surrounding areas. I have over six years’ experience working with and supporting the LGBTQ community through providing individual and couples therapy, evaluations for psychological readiness to proceed with gender affirming care, support for addiction recovery, as well as complex trauma and PTSD.


I received an undergraduate degree at University of California Santa Barbara  (UCSB) 2001 and a Dual PHD in Clinical and Industrial Organizational Psychology from California School of Professional Psychology (CSPP) San Diego 2007.

Steven Rossetti

Board Member

Mr. Steve Rossetti has been providing training, executive coaching and individual psychotherapy for over 30 years.  He earned his undergraduate degree in Psychology and graduate degree in Educational Psychology


Steve has developed training modules for over 100 different companies, topics including Preventing Sexual Harassment, Performance Management, Understanding Diversity, Effective Communication Strategies, Successful Leadership Skills, Stress Management, Team Development, and Substance Abuse Awareness.  Mr. Rossetti has experience conducting training, consultation and executive coaching to corporate settings, school districts, correctional facilities, and non-profit organizations.


He has been in private practice as a Licensed Psychotherapist and Certified Addictions and Drug Counselor since 1990 specializing in Addictions, Eating Disorders and the LGBTQ+ community.
